The main purpose of this course is to help students to be familiar with variety of econometric time series techniques and models, e.g., ARIMA, unit root tests, structural break analysis, cointegration, VAR/VECM, ARCH/GARCH, Panel data analysis …etc. Then to be able to apply them to investigate practical issues in macroeconomics, international finance …etc., using some friendly econometrics softwares, like JMulti, Eviews, and STATA.

The first purpose is to assist graduate students to equip with the ability to analyze economic issues and demonstrate your analysis in English. In the post-COVID 19 eras, Taiwan has open to the whole world, global economic issues change drastically. It is more and more important for economic-majoring graduate students to discuss economic issues with fluent English. This skill can help you with a better position in the job market. The second class goal is to assist you to pass the English requirement, which is TOEIC 700. Of course, you can achieve a higher goal more than the school’s requirement.

I divide our contents into 5 major issues, (1) What is wrong with globalization? In the past 20 years in free trade, which countries gain from globalization? What are the driving forces for the change of globalization? (2) Let us foresee for the next twenty years’ social and economic lives. (3) What happens to the global environment (global warming) and how do we deal with it? (3) In the post-COVID 19, do multi-national firms change their business operation modes? (4) Comparison of different countries’ policies in various public issues. (5) All other contemporary socio-economic issues. You can also suggest issues you are interested in.

All of the class materials are drawn from English magazines, newspapers, and videos. Students are expected to speak in English, even during break times. Moreover, I will ask you to write small essays twice a week. Let us discuss how to proceed this course in the first class. Class materials will be selected from recent issues of English magazines and will be handed to students two weeks before the class. These include, but are not limited to, the following magazines: The Economist, Newsweek, Times, Voice of American www.voanews.com, Youtube, PBS http://www.pbs.org.

This course is designed for senior undergraduate students and is one of the field courses in Government and Public Policy. It provides students a comprehensive view of how the labor market works. The labor market contains workers and firms, but the outcomes observed are resulted from the interaction of workers, firms and government. Thus, this course will cover theories explaining what we observed and policy implication enacted by government. The topics include human capital, labor supply and demand, compensation inequality, mobility, discrimination, contract and incentive theory, and unemployment. A short term paper is required for this course. It will be a good exercise for students who would like to apply the science project in their senior year.

教學目標
The economics of information studies how individuals interact with each other in making transactions when information is incomplete and asymmetric. Conventional demand-supply analyses usually assume that information is complete, but problems of incomplete and asymmetric information are everywhere in economic activities. For example: sellers of secondhand cars know more about the condition of their cars than potential buyers, people buying insurance know more about their health than insurance companies, workers know more about their ability and about how hard they work than their employers, companies borrowing money from banks to invest in a project know more about the risk of their project than banks, …, and so on. These phenomena cause problems when people make transactions (the problems of adverse selection and moral hazard), and in the real world people had developed various methods to deal with these problems (for example, signaling and screening). Economists have already developed useful tools to analyze those problems and the methods to deal with them. And these tools have been applied to study many interesting economic issues. The goal of this course is to introduce these basic tools and their applications to students.

In classical economics an agent makes decisions observing market signals, most
importantly the price, as if s/he was isolated from others. However, in real life
the result of an agent’s decision often depends crucially on the decisions made by
others. While an agent is still rational, in this course I want to introduce to you
how economics incorporates the interdependence of decisions of agents in explaining
the economic behaviors of people in such environment. And we will learn to apply the
art to a wide range of situations and have fun, just like in a game!

Your performance, and the final grade, is evaluated by three categories of course activity
with weights assigned as follows:
Midterm Exam 100 points
Final Exam 100 points
Problem sets (20 x n) 15n points
Total 200 + 20n points
The final grade is the percentage of total earned points out of 200+15n, calculated to
the first decimal place and rounded up to the nearest whole number. NOTE THAT IT WILL
NOT BE ADJUSTED IN ANY CASE. It is you who give yourself the grade, not me!!! Plan your
allocation of time rationally in order to get the grade you demand, and be responsible.
Midterm exam: It is scheduled on the 9th week at class time. There is no make-up exam. If
you have a legitimate excuse for missing the midterm exam, the weight of your final
will be increased enough to account for the missed points. Excuses should be obtained in
advance whenever possible.
Final exam: It is required of all students and scheduled on the last week at class time.
Again,there is no make-up exam. If you miss the final exam FOR WHATEVER REASON, your
score will be zero. Note that I will not be able to reschedule any of the exams.
Problem sets: There will be a problem set worth 20 points after one or two chapters. You need
to turn in the solutions at the beginning of class a week after it is announced (usualy
in class). All the answers will be posted afterward. Late homework will not be accepted
under any circumstances.
